the federal court in north dakota enforces the tribal exhaustion rule of
Crow tribe et al. In other words, the case will likely be bounced out of
federal ct back to tribal court so the local machinery can get in gear and
resolve the dispute.
Some tribal courts are very sloppy in setting hearings … which can
lead to federal court. So the tribal systems have to get better at
handling cases — to prevent forum shopping.
