On August 29th IHS submitted an end-of-year FY 2014 reprogramming request to the Appropriations Committees totaling $48 million, money the IHS proposes to cut from program funds in order to pay full FY 2014 CSC costs of Tribes. The reprogramming letter is attached. Nearly all of the proposed $48 million in cuts are from hospital and clinic services. In other words, money is shifted from direct cost programs to indirect cost expenses associated with administering those direct cost programs.
